Check out Ring Central and Kall8. These could be what you are looking for.
I have not used ring central, but have been researching the options to see if they will work for me. I used Kall8 for about a year and was quite happy with them at the time.

There is a program called Pamela. It works with Skype and is certified. It is like an automated virtual assistant. Is that what you need? Pamela will answer your call, forward your call, even make phone calls for you. The program is a free download for a trial period.
